    How to Fix the Problem

    In Adobe Acrobat Pro:

    1. Open your Tags tree and click Options > New Tag
    2. Within the New Tag dialog, in the Type field, select Table of Contents from the drop down list and click OK.
    3. Tag each item within the Table of Contents as a Table of Contents Item (TOCI) and nest each TOCI tag within the TOC parent tag.
    4. If Links to each TOCI item are used, tag each Link and nest them within Reference tags. Then nest each Reference within its corresponding TOCI.

    Why it Matters

    A table of contents provides an outline view of the document and can help all users navigate throughout the document. A table of contents must have semantic tags in order to be understandable by screen readers.

    Table of Contents (TOC) and Table of Contents Item (TOCI) tags are to be used for documents containing a Table of Contents.
